Land tenure security and property regimes In India are complex and diverse. Though they are central to defining property rights, they are not fully understood even by policy professionals and decision-makers responsible for designing land and housing programs targeted at the poor. This study undertaken in partnership with MHT collected evidence from ground to present the range and complexity of tenure arrangements in Odisha. We argued that formality is not a binary condition, rather a continuum of conditions between informal and absolute land rights. The positional paper contributed to the GIZ publication on’ Demystifying Urban Land Tenure Issues’.
